Inescapable transformations for the successful funding of post-conflict in territorial entities in Colombia

Colombia recently reformed its Constitution in order to make an equitable distribution of royalty funds, funding projects of social, economic and environmental development. Unfortunately, corruption and patronage have taken over the allocation of these resources and of other territorial entities, which is definitely a barrier for the post-conflict process to be successful.

With the signing of the agreements in Havana, emerges the need to improve the quality of existing economic and fiscal instruments in the territories, aiming to meet its commitment of expenditure.

This project is focused in carrying out an exploratory study of the “institutional” financial situation of a territorial entity affected by violence, in order to propose public policies of fiscal nature to deal with the post-conflict.
